Cambodia, June-July 2025- a delegation from Timor-Lesteโ€™s Ministry of Commerce and Industry (MCI) carried out a study visit to Cambodia. The delegation included 9 members from MCI, plus 1 representative and 1 program officer from JICA and JICAโ€™s industrial development advisor dispatched to the MCI. 
Over a period of three days, they visited various departments under the Cambodian Ministry of Commerce. Other two days of the program featured tours of major Special Economic Zones (SEZs) in Cambodia; One in Sihanoukville, near the border with Thailand and Another near the Vietnam border.
The delegation also received a warm welcome from the Council for the Development of Cambodia (CDC) and the visit objective included; โ Look at Cambodia's manufacturing sector and see what lessons Timor-Leste can learn to shape its own Manufacturing Action Plan (MAP), Understand how Cambodia uses Special Economic Zones to attract foreign investmentโ€”and think about how Timor-Leste might do something similar and Learn how competition law and intellectual property law are applied in practice, especially for meeting requirements to join ASEAN and the World Trade Organization.
This mission, held from 29 June to 6 July 2025, was fully funded by JICA.
